According to the Mobile County District Court complaint obtained by WBRC, Carroll, 56, told an employee at Hooters, “I rape little girls like you,” and “I dig ditches and kill people before.”

The complaint alleges that Carroll made similar comments to a second employee, saying “I kill people for a living and rape little girls like her.”

At the scene, police issued Carroll a trespass warning and asked him to leave, per WKRG. Weeks later, a warrant was obtained for his arrest and he was taken into custody.

“We’re going to treat this just like we treat every other case,” Mobile County District Attorney Keith Blackwood told the outlet of the allegations. “Sometimes, we have a legitimate complaint and sometimes they’re not. We will evaluate this just like we do every other case. Our goal in the end is that justice will be done.”

In a statement shared with WKRG, a representative for Hooters said said that the “person in question made inappropriate and disturbing comments to a staff member who reported the behavior to a manager.”

“The wellbeing and safety of our employees and the communities we serve is of the utmost importance to our brand,” the company’s statement to WKRG continued. “As always, we provided support and security to all employees involved in this incident.”

Carroll represented District 2 on the Mobile City Council from 2005 to 2013, and for a subsequent term later from 2021 to 2025, per AL.com. Following his arrest, he was held in the Mobile County Metro Jail, and bonded out on Thursday, Oct. 29, per WBRC and WKRG.
